Richard Starkey, also known as 'Chip', is Of Counsel at Andrews, Bongar, Gormley & Clagett. He joined the firm in 1979 after serving as a prosecutor in the Charles County State’s Attorneys Office. He expanded the firm's practice to include criminal law and later developed Southern Maryland’s highly regarded bankruptcy practice.
