About Sanford

Sanford I. Horowitz (Sandy) is an award-winning lawyer with more than three decades of experience representing victims of elder abuse, nursing home neglect, and other forms of long-term care mistreatment. Since being admitted to the California Bar in 1987, Mr. Horowitz has dedicated his career to advocating for the most vulnerable members of society, with a practice focused exclusively on plaintiffs’ elder abuse litigation since 1993. Mr. Horowitz’s impact on elder law in California has been profound. As Lead Trial Counsel and Co-Appellate Counsel in the landmark California Supreme Court case Delaney v. Baker (1999) 20 Cal.4th 23, he helped establish that the Elder Abuse and Dependent Adult Civil Protection Act (EADACPA) applies to nursing homes as healthcare providers. The Court’s decision recognized the right of elders and their families to seek enhanced remedies against facilities that engage in reckless neglect, paving the way for stronger protections and accountability across the state. A recognized leader in his field, Mr. Horowitz has received numerous honors for his work and has served as a speaker and moderator at legal seminars and professional trainings on elder abuse and nursing home litigation. Most recently, the California Advocates for Nursing Home Reform (CANHR) presented Mr. Horowitz with the William F. Taylor Memorial Award during its annual conference, in recognition of his work to prevent elder abuse and promote justice for California’s long-term care consumers. Originally from Long Island, New York, Mr. Horowitz moved to Northern California in 1984. He is a graduate of the University of San Francisco School of Law and earned his undergraduate degree in political science from Tulane University. He lives with his wife and enjoys exploring natural landscapes, attending New Orleans parades, and spending time with his grown children.
