Teenage driver Luis Cruz-Govin was speeding and weaving, charged with speeding and reckless driving. Evidence showed Cruz-Govin was driving between 61 and 69 mph in a 40 mph zone and possibly texting. A Professor of psychology testified on the effects of texting and driving.
