A federal judge ordered the U.S. Department of Veterans Affairs to re-adjudicate claims for disability benefits arising from Agent Orange exposure for 'blue water navy veterans' if previously denied due to the 'boots on the ground' policy, following the 2019 Procopio v. Wilkie decision.

The Nehmer consent decree required re-adjudication. The Procopio v. Wilkie decision in 2019 by the U.S. Court of Appeals for the Federal Circuit overturned VA's 'boots on the ground' policy for blue water veterans.
