59-year-old Ismael Soto Luna was struck on the head by a two-pound metal cap from a light pole, causing a mild traumatic brain injury, skull fracture, and later severe neurocognitive disorder/dementia. Luna sued the City of Los Angeles for negligence in inspections and allowing a dangerous condition.
