In this case, an employee fell from a tree and broke his back. The claim proceeded against the Second Injury Fund. Attorney Lyon appealed a trial commissioner's decision, and the Compensation Review Board reversed it, granting Mr. Tuba eight years of retroactive benefits. This decision became binding precedent in Connecticut.
