The Honorable Joseph P. Walsh, a native of Philadelphia, is a founding member of Walsh Pancio, LLC. Joe’s practice focuses on civil, commercial, and personal injury litigation, arbitrations and mediation, municipal law, and corporate counselling. He has tried over 100 cases to verdict throughout the Commonwealth of Pennsylvania, and has also handled multiple cases before the Superior Court and Commonwealth Court of Pennsylvania, as well as the Federal Courts for the Eastern and Middle Districts of Pennsylvania. Judge Walsh has been vetted and approved as outside counsel for Erie Insurance, State Farm Insurance, Philadelphia Insurance, SEPTA, Montgomery County Sheriff’s Office, Aries Power, Express Scripts, Montgomery Township Municipal Sewer Authority, Pennsylvania State Education Association, Simon Properties, and Globus Medical among his many clients. Judge Walsh is often retained to serve as local counsel by a number of large international and national law firms whose clients find themselves in litigation in Pennsylvania. Joe has served as co-counsel and trial counsel in a number of high-profile civil cases, which have received local and national publicity. In 2016, Joe was appointed by the Honorable Thomas Wolf, Governor of the Commonwealth of Pennsylvania, to serve as judge of the Court of Common Pleas of Montgomery County. He was proud to serve as a judge from 2016 through 2018. In his time on the bench, Joe presided over and decided hundreds of matters involving civil, criminal, and family law. The Montgomery Bar Association rated Judge Walsh “Highly Recommended” (its highest rating) for the position of Judge (2017; 2023). Judge Walsh’s gubernatorial nomination to the bench was unanimously confirmed by the Pennsylvania Senate. Judge Walsh received the highest recommendation for the position of Judge by the Judiciary Committee for the Montgomery Bar Association, and he was endorsed by the Pennsylvania State Education Association (PSEA), Fraternal Order of Police, PA State Police, International Association of Fire Fighters (IAFF), Philadelphia Building and Construction Trades Council, Pennsylvania Conference of Teamsters, IBEW 98 Electrical Workers, Operating Engineers 542, AFSCME, United Food and Commercial Workers 1776, Pennsylvania Narcotics Officers’ Association, and the Montgomery County Medical Society. Joe Walsh has practiced as a civil trial attorney in Montgomery County for over 30 years. The Judges in Montgomery County have appointed Judge Walsh to numerous positions since his return to private practice: Chair of the Board of Viewers, Civil Case Management Officer, COVID Trial Procedures Committee, Partition Master, Insurance Arbitration Referee, and Arbitrator. In January 2020, Joe was appointed by Sheriff Sean Kilkenny of Montgomery County to serve as Solicitor of the Montgomery County Sheriff’s Office. Judge Walsh has represented Sheriff Kilkenny, his deputies, and the Office for the past five years in a wide range of legal and litigation matters. In May 2024, Joe argued a case on behalf of Sheriff Kilkenny before an en banc panel (the entire bench) of the Commonwealth Court of Pennsylvania. Joe defended the Sheriff’s right to inspect the firearms dealers within his jurisdiction in order to ensure the FFLs were compliant with federal and state procedures and reporting requirements. Since 2018, Judge Walsh has served as a Hearing Officer for the Disciplinary Board of the Supreme Court of Pennsylvania. Since leaving the bench, Joe is a frequently sought after arbitrator and mediator in civil disputes, where he assists parties and counsel in resolving matters in equitable and amicable means. He is certified as an arbitrator and mediator with the American Arbitration Association (AAA), where he hears, decides, and mediates commercial, construction, and consumer matters brought under the jurisdiction of the AAA. In March 2025, Judge Walsh completed the “Mediating The Litigated Case” training at the renowned Pepperdine University’s Caruso School of Law Straus Institute for Dispute Resolution, Malibu CA. In April 2025, Chief Judge Mitchell S. Goldberg and the Board of Judges for the Eastern District of Pennsylvania certified Judge Walsh as a person qualified to serve as a Mediator pursuant to EDPA Local Civil Rule 53.3. Joe is a career-long member of the Pennsylvania Bar Association and the Montgomery Bar Association (MBA), and has held numerous positions within the MBA. He is a past president of the Montgomery Trial Lawyers’ Section. He also served as the Chair of the Government Relations Committee, and was responsible for working directly with Pennsylvania legislators to solve the most eminent problems facing attorneys in Montgomery County. Judge Walsh is currently an officer of the MBA, and he will serve as its President in 2027. Judge Walsh has been committed to Diversity Equity and Inclusion initiatives. He serves as General Counsel of the Coalition For Justice. He has spoken at a statewide Access to Justice Summit hosted by the Pennsylvania Bar Association. Joe has participated in a Re-entry Clinic hosted by the MBA. He was appointed by the Montgomery County Board of Commissioners to serve on the following committees: Public Defender’s Nomination Committee and Access to Justice (Mont Co Moving Forward). Aside from his service as a judge, Joe has also served the community in numerous roles for over 15 years. He served on the Board of Supervisors of Montgomery Township from 2010-2016 and served as the Chairman of the Board during his service. He has also served as solicitor of the Montgomery Township Zoning Board, as Chair of the Montgomery Township 300th Anniversary Planning Committee, as solicitor for the North Penn Police Athletic League, and as School Director of the North Penn School District Board of Directors. Judge Walsh serves on the Board of the Montgomery County Community College Foundation. For his community service, Joe has received Citations from a US Congressman, a Pennsylvania State Senator, and 2 Pennsylvania State Representatives. Joe graduated from Widener University Delaware Law School, cum laude, in 1991 where he served as an Editor of the Law Review and an officer of the Moot Court Team. He obtained his Bachelor of Arts degree from Saint Joseph’s University in Philadelphia in 1988. Following graduation, he was employed as the law clerk to the Honorable Herbert Hutton, District Judge for the Eastern District of Pennsylvania. Joe is also a proud graduate of Cardinal Dougherty High School in Philadelphia, which at the time was the largest Catholic high school in the world. Joe and his wife Nancy, who have been married to 30+ years, are the proud parents of three successful daughters: Shannon, Bridget, and Maggie. Nancy is the founding owner of tbdNOW LLC, which has developed and administered a number of leadership, coaching and DEI programs for the non-profit and government spaces.

Michael Lyon joined Walsh Pancio in May of 2018. With more than fifteen years of experience, his trial practice focuses on the representation of individuals, corporations, and entities in personal injury, premises and motor vehicle liability, commercial tort, and contract cases. He also regularly practices in the areas of estate planning and drafting, contract negotiation, business formation, and gaming law, with a particular emphasis on sports gambling legalization and regulation in Pennsylvania. He has represented clients in all aspects of litigation, from pleadings through trial and appeal. Mike has successfully represented clients in state and federal courts throughout Pennsylvania and New Jersey, as well as in appellate matters in the Third Circuit Court of Appeals, the Supreme Court of Pennsylvania, the Superior Court of Pennsylvania, and the Commonwealth Court of Pennsylvania. He is admitted to practice in the United States Supreme Court, the Third Circuit Court of Appeals, and all state and federal courts in Pennsylvania and New Jersey. Jason Edwards joined Walsh Pancio in February 2019. He focuses his practice on civil and commercial litigation, with an emphasis on insurance defense. His trial practice focuses on the representation of individuals, corporations, and entities in general liability, personal injury, premise and motor vehicle liability, commercial tort, and contract cases. Before joining Walsh Pancio, Jason served for three years as the Judicial Law Clerk to the Honorable Risa Vetri Ferman of the Court of Common Pleas, Montgomery County, PA in both the civil and criminal divisions. Jason previously worked for the Montgomery County District Attorney’s Office for five years while attending law school at night. During his tenure in the District Attorney’s Office, he gained extensive legal experience both inside and outside the courtroom and received two District Attorney Commendations. Jason serves as an arbitrator for the Court of Common Pleas, Civil Division, Montgomery County, PA. He is also an active volunteer with the Montgomery Child Advocacy Project (MCAP). Prior to law school, Jason graduated from Shippensburg University in 2010 with a degree in Psychology and a minor in Criminal Justice. Bruce Pancio

Bruce Pancio

Bruce Pancio focuses his practice primarily in the areas of business and civil litigation, and zoning cases. Over the last 38 years he has handled thousands of civil lawsuits and has tried over 100 cases to verdict in many counties including Montgomery, Bucks, Chester, Delaware, Lehigh, Philadelphia and Schuylkill. As an insurance defense attorney, he has represented some of the largest insurance companies and their insureds in both first and third-party claims. Bruce is a member of the Alternative Dispute Resolution Committee of the Montgomery Bar Association becoming a member after successfully completing a three-day training course. He is frequently selected to serve as a mediator or arbitrator in civil cases. In 2016, Bruce was appointed by the Honorable William Furber, the President Judge of Montgomery County, to serve as a Civil Case Hearing Officer in the Court of Common Pleas of Montgomery County. In that capacity, he reviews discovery motions, listens to arguments from counsel, and makes recommendations to the assigned Judge to resolve the motions. Bruce graduated summa cum laude from Mercyhurst University in 1983. While attending Mercyhurst, he was a member of the varsity crew team for four years. In 1986, he earned his Juris Doctorate from Villanova University School of Law. He was admitted to practice in the Commonwealth of Pennsylvania in 1986. Other admissions include Federal Court admissions to the Middle and Eastern District of Pennsylvania, the Third Circuit and the United States Supreme Court. Bruce is an active member of the Montgomery Bar Association, the third largest Bar Association in Pennsylvania. He has served in many roles during his time as a member. He is most proud of the time spent leading the MBA as its President in 2015. Bruce and his wife Linda reside in Worcester, Montgomery County. Outside of work, Bruce is an avid cyclist and enjoys golfing.
