Ricky Palladino
Ricky A. Palladino devotes his entire practice to immigration law. Having worked for the legacy Immigration and Naturalization Service (“INS”) prior to entering the private bar, he brings a wealth of insight and experience into his role as advocate and counselor. Mr. Palladino loves meeting individuals from all over the world and aims to foster relationships with his clients that go beyond the parameters of immigration law. Prior to entering private practice, Mr. Palladino worked as the District Counsel’s Intern for the legacy INS. He left the District Counsel’s office in the fall of 2003 to serve as the President of the Students’ Government Association at La Salle University. Mr. Palladino graduated from the University of Dayton School of Law but also attended Temple Law School as a visiting student for his final year of law school. While at Temple Law School, Mr. Palladino won a Barristers Award for Outstanding Trial Advocacy. After law school, Mr. Palladino joined Bagia & Associates where he worked on a vast array of immigration cases from 2006-2012. He then formed Solow, Isbell & Palladino, LLC where he represented thousands of individuals and numerous corporations and institutions from 2012-2020. Mr. Palladino assists individuals in all areas of immigration law including: Removal defense; family-based immigration; asylum and refugee law; naturalization; as well as F-1 student visas and all other temporary visas. Mr. Palladino also assists employers and corporations in all areas of immigration law including: I-9 Compliance and I-9 Audits; Labor Certifications; H1-B Visas; and TN Visas. Mr. Palladino has also served as an Expert Witness for the State of Pennsylvania and in Family Courts across the Commonwealth of Pennsylvania. Mr. Palladino is a member of the Pennsylvania Bar Association and the 3rd Circuit Court of Appeals. Christopher M. Casazza
Immigration Attorney Christopher M. Casazza is a co-founder of Palladino, Isbell & Casazza LLC (“PIC Law”). Prior to co-founding Palladino, Isbell & Casazza LLC, he was a partner at a prominent Center City Philadelphia Immigration Law Firm from 2019-2020, and he was employed as a senior attorney a boutique immigration firm in suburban Philadelphia, PA where he worked from 2009-2019. Hon. Charles M. Honeyman (Retired)
Hon. Charles M. Honeyman (Retired) joined Palladino, Isbell & Casazza, LLC as of counsel in October 2020, after serving in a similar capacity for the firm’s predecessor and following more than 24 years of service as an Immigration Judge. Judge Honeyman provides strategic litigation counsel and invaluable guidance in support of the firm’s clients, especially those applying for asylum and/or facing removal proceedings. Judge Honeyman was appointed as an Immigration Judge by the U.S. Department of Justice, Executive Office for Immigration Review, in September 1995. During his tenure, Judge Honeyman served in a number of capacities and was frequently called upon for special assignments by both the government and the private bar, including: pro bono liaison judge; EOIR-AILA liaison; EOIR Training Conference speaker; Allenwood Federal Correctional Institution docket; Pittsburgh televideo docket; details: New York, Los Angeles, Boston, Baltimore, Pearsall, TX, Port Isabel, TX, Jena, LA, Oakdale, LA, and Otero, NM; special case assignments-Nazi War Criminal cases (2); frequent CLE speaker; law school guest lecturer; National Association of Immigration Judges (NAIJ)-member, local representative, precedent committee. Judge Honeyman received a Bachelor of Arts degree in 1971 from Roanoke College, a Master of Arts degree (Political Science) in 1975 from Penn State University, a Master of Public Policy degree in 1977 from the University of Michigan, and a Juris Doctor degree in 1981 from the University of Baltimore. From 1981 until 1995, Judge Honeyman practiced immigration law at firms in Baltimore and thereafter in Philadelphia. He taught as an Adjunct Professor at Villanova University Law School. He served in a similar capacity in the fall of 1988 and 1989. Judge Honeyman guest lectures frequently at Philadelphia area law schools. Additionally, while in private practice, Judge Honeyman held prominent positions, both locally and nationally, in the American Immigration Lawyers Association (AILA), including service for two years as national co-chair of AILA’s liaison committee with EOIR. He also spoke frequently at local, regional, and national conferences. Following his retirement as an Immigration Judge, in addition to his of counsel work, Judge Honeyman has been called upon regularly to teach and speak in a variety of settings. He has guest lectured at area law schools and presented at AILA’s pro bono training, annual Immigration Court conferences, and CLE training conferences. Moreover, he has also advised academic scholars conducting research on immigration related topics. Judge Honeyman presented a webinar for a leading software company that has produced a case management system for immigration law firms. Additionally, Judge Honeyman was asked to provide expert witness testimony to evaluate prior attorney conduct in an asylum case. Judge Honeyman is a retired member of the National Association of Immigration Judges (NAIJ), a member of the prestigious Roundtable of Former Immigration Judges, and is an active member of AILA’s Philadelphia Chapter, offering its EOIR liaison committee advice and support along with presenting at CLE authorized chapter events. Judge Honeyman was recognized by Esperanza Immigration Legal Services’ (EILS) board of directors in May 2022, Celebrating Hope for Immigrants, as the 2022 Civic Impact Honoree for his work as an attorney, judge, and educator who is committed to advancing the well-being of immigrants in Philadelphia. Judge Honeyman is a member of the Maryland (active) and Pennsylvania bars, and was formerly a member of the New Jersey bar.

Natalia Ruggiero
Partner Natalia Ruggiero practices in various areas of immigration law, including family-based immigration, asylum, waivers of inadmissibility and unlawful presence, and removal defense. She received her Juris Doctorate from Temple University Beasley School of Law. Natalia is licensed to practice law in Pennsylvania and is a member of the American Immigration Lawyers Association (AILA) and the Hispanic Bar Association of Pennsylvania. A daughter of immigrants, Natalia is fluent in Spanish and she understands the anxieties that often accompany immigration processes. As a Senior Associate at the firm, she enjoys mentoring law students interested in immigration law. Natalia clerked for the Philadelphia Immigration Court in 2018, where she drafted judicial opinions for Immigration Judges. In 2019, Natalia traveled to the US-Mexico border in Tijuana to help asylum seekers with the organization Al Otro Lado. As a law student, Natalia worked in a variety of settings advocating for immigrants. Natalia interned with HIAS Pennsylvania, working with victims of domestic violence on their U-Visa and VAWA applications. She represented undocumented workers with employment claims at Temple Law’s Sheller Center for Social Justice and partnered with the Philadelphia Mayor’s Office of Immigrant Affairs to educate employers about immigrant worker rights. She had the opportunity to file administrative claims under the Federal Tort Claims Act on behalf of immigrant families who were forcibly separated and detained by the U.S. government. Prior to law school, Natalia obtained her Bachelor’s degree from the Pennsylvania State University, graduating magna cum laude with honors. Natalia is currently serving on the Board of Directors for Esperanza Immigration Legal Services (EILS), a non-profit organization dedicated to offering free and low-cost legal services to immigrants and their families in the Philadelphia area.

Caitlin Costello
Caitlin Costello is a Partner at Palladino, Isbell & Casazza, where she represents individuals and families in complex immigration matters with a focus on removal defense, asylum, waivers, family-based immigration, and humanitarian relief. Prior to joining the firm, Caitlin practiced immigration law at firms in New Jersey and Pennsylvania, where she developed experience across all stages of the immigration process, from litigation before the Immigration Courts, to federal court work, and appellate work. Prior to that, she served as a judicial law clerk to the Honorable Francis J. Vernoia of the New Jersey Superior Court, Appellate Division. Caitlin graduated magna cum laude from Rutgers School of Law, where she worked in a variety of settings representing immigrants and criminal defendants. She graduated magna cum laude from Drexel University with a B.A. in International Area Studies. In her practice, Caitlin draws on her international experience, including as a Fullbright grantee in Senegal and as an exchange student in Bolivia. She is licensed to practice law in Pennsylvania and New Jersey and speaks Spanish, French, and Wolof. Caitlin strongly believes in acting as a zealous advocate for her clients.

Andrea Saylor
Attorney Andrea Saylor handles a wide range of immigration matters, with a particular emphasis on representing clients in removal (deportation) proceedings and those seeking asylum or other humanitarian relief. Andrea is dedicated to providing the highest quality representation to her clients and acting as a compassionate advocate in navigating increasingly complex and difficult immigration laws and procedures. Prior to entering private practice, Andrea worked as a Judicial Law Clerk for the Philadelphia Immigration Court from 2015 to 2017, where she drafted judicial opinions and legal memos dealing with a wide range of issues for each Immigration Judge. She is barred in Pennsylvania and New Jersey and is a member of the American Immigration Lawyers Association. Andrea graduated cum laude from Temple Law School in 2015. As a law student, she interned with HIAS Pennsylvania and Nationalities Service Center, working with immigrant clients on a variety of cases. She also represented low-income clients in clinical courses at the Defender Association of Philadelphia and Temple Law’s Sheller Center for Social Justice. Prior to attending law school, Andrea worked for a homeless services non-profit organization in Philadelphia and an international humanitarian organization in Egypt. Ms. Saylor obtained an M.A. in International Peace and Conflict Resolution from Arcadia University in 2011 and graduated magna cum laude with a B.A. in English from Messiah College in 2005.

Alex Isbell
Attorney Alex G. Isbell has practiced exclusively immigration law for more than fifteen years. During his career, he has developed expertise in representing individuals in immigration court and before USCIS in a variety of matters. He has also developed an employment-based immigration practice representing companies seeking to achieve their potential for growth and innovation by being able to offer positions to skilled and talented individuals from around the world. He has a particular interest in appellate practice when USCIS, an immigration judge, or the Board of Immigration Appeals wrongfully denies an individual’s or corporation’s application or petition. Similarly, he is always interested in working with individuals of exceptional or extraordinary ability on EB-1A and EB-1B petitions, EB-1C petitions, National Interest Waivers and O-1A cases. He also has a nascent practice in PERM and labor certification matters, as well as a District Court practice for USCIS petition denials and cases involving unreasonable agency delay. In his career Alex has successfully handled P-1 cases, P-3 cases, O-1 visas for athletes, artists, businesspeople, and entrepreneurs; O and P visas for support staff; TN visas for professionals and academics; H-1B visas (for cap subject and cap-exempt petitioners); E-1 and E-2 visas for treaty investors and traders; L-1A petitions for established, as well as new, companies; L-1B petitions for specialized knowledge workers; F-1 reinstatement matters; U visas for victims of crime; and T visas for victims of trafficking. Alex received his J.D. from Villanova University in 2005 and was a member of Villanova’s competitive Environmental Law Journal from 2003-2005. He was also a member of Villanova’s CARES clinic where he successfully represented several clients in removal proceedings and performed independent research related to trafficking in men and boys around the world in at the request of Catholic Relief Services. In 2005 Alex received the Villanova Alumni Association’s Award for Pro Bono Service in recognition of the 185 hours of pro bono legal assistance he provided while in law school, and he still regularly volunteers his time to organizations and clients in need through monthly pro-bono clinics provided in conjunction with the African Family Health Organization (AFAHO) in West Philadelphia. Likewise, Alex is also a regular participant in Citizenship Days in Philadelphia and the greater Delaware Valley to enable individuals otherwise unable to secure legal assistance in the naturalization process to complete their immigration journeys to become naturalized United States Citizens. Prior to attending Villanova University School of Law, Mr. Isbell received a B.A. in Political Science from Boston College in 1999 and was a Fulbright Grantee at the University of Helsinki in 1999-2000.
