David S. Lackey

David S. Lackey was admitted to the North Carolina Bar in August 1981 and has been practicing law in Lenoir since then. He graduated from Duke University with a B.A. and from the University of North Carolina School of Law in 1981. Mr. Lackey has a general civil practice that includes real estate (both transactional and litigation), general civil litigation, appeals, family law, business law, non-contested family law matters, adoptions, and personal injury. He served as County Attorney of Caldwell County from December 1990 to 2024. Mr. Lackey also served as the President of both the Caldwell County Bar Association and the 25th Judicial District Bar.

Hugh M. Wilson

Hugh M. Wilson has officially retired after engaging in the general practice of law in Lenoir for more than fifty years. He graduated from Wake Forest University with a Bachelor of Business Administration Degree, cum laude, and received his law degree from the Wake Forest School of Law in 1956. He served as an active member of the U.S. Air Force during the Korean War. Mr. Wilson has served as President of the Caldwell County Bar Association, Chairman of N.C. State Board of Elections, Chair of the Caldwell County Community College Board of Trustees, and a member of N.C. Occupational Health and Safety Review Board and various committees of N.C. Bar Association.

Timothy J. Rohr

Timothy J. Rohr is a founding member of Wilson, Lackey, Rohr & Hall, P.C. He has represented people in Caldwell County, Catawba County, and Burke County for over 27 years. T.J. has defended thousands of clients accused of felonies, misdemeanors, and sex crimes, including drug offenses, DWI, murders, assaults, larceny, and embezzlement. He has represented parents and spouses on domestic matters such as child custody, child support, alimony, division of properties, and domestic violence. He has also represented children accused of delinquency and parents facing DSS investigations in juvenile court. He has handled civil cases involving landlord/tenant disputes, personal injuries, and credit card collection. He has represented clients with administrative issues before agencies like the Division of Motor Vehicles and the North Carolina Sheriffs’ Education and Training Standards Commission. He has argued civil and criminal cases before the North Carolina Court of Appeals and a criminal matter before the Justices of the North Carolina Supreme Court. He has taught lawyers at the state and local level about district court practice and Lenoir Traffic Law. He devotes much of his practice to DWI, traffic, criminal, and family law, and also serves as the attorney for the City of Lenoir.

Destin C. Hall

Destin C. Hall is a general practitioner attorney who represents clients in Caldwell County, Catawba County, Burke, and the surrounding counties. He is a graduate of Appalachian State University where he studied finance and insurance, and he earned his law degree at Wake Forest University School of Law. Destin C. Hall excelled at Wake Forest University School of Law in litigation, earning the highest grade possible in both advanced trial practice and trial practice. He also received the North Carolina Advocates for Justice Award for his outstanding advocacy in trial practice and participated in the Wake Forest American Association for Justice Trial Team. Mr. Hall began his legal career in Charlotte, North Carolina, representing clients throughout the Charlotte metropolitan area before returning to his home area of Catawba Valley. Since 2017, Mr. Hall has also represented Caldwell County in the North Carolina House of Representatives. He is a native of Lenoir, North Carolina, and graduated from West Caldwell High School where he played baseball and soccer.

William A. Sparks

William A. Sparks, also known as Will, is an emerging legal professional known for his dedication, academic excellence, and leadership. He received his Bachelor of Science in Biology from Hampden-Sydney College in 2021, where he was part of the Honors College and received the Presidential Scholarship. At Campbell Law School, Will was inducted into the Order of the Barristers, served as Student Body President, and won the 2023 National Trial Competition Regional Championship. His legal education was supported by the Dean's Excellence Scholarship and the SBA Past President’s Scholarship. Will participated in over eight mock trial competitions and interned with Chief Justice Newby at the N.C. Supreme Court, Judge Carpenter at the N.C. Court of Appeals, and worked in the Wake County District Attorney’s Office. He currently serves on the Board of Directors for the Helping Hands Clinic in Lenoir, NC.

Dylan T. Laws

Dylan T. Laws is an ambitious legal professional who recently joined Wilson, Lackey, Rohr & Hall, P.C. in Lenoir, NC. He holds a Juris Doctorate from the University of North Carolina at Chapel Hill and a bachelor's degree in economics from North Carolina State University. Dylan is passionate about practicing general law and serving his local community. He previously participated in the Military and Veterans Law Clinic and has done pro bono work for the International Association for Property and Evidence. A native of Caldwell County, he is a fan of the Carolina Hurricanes Hockey Team and North Carolina State athletics.
