Daniel L. Robey

Daniel L. Robey leads the first and third-party practice for the firm’s Northern Virginia office. Mr. Robey is an experienced civil litigation defense attorney, having handled hundreds of cases involving complex coverage, personal injury, property damage, product liability, and construction defects. Mr. Robey was the Mid-Atlantic regional operations manager for Nationwide Insurances’ Trial Division, heading up Robey, Teumer, Drash, Kimbrell & Counts, where he litigated large loss cases and insurance coverage cases in state and federal courts, while contributing as an instructor for the National Institute for Trial Advocacy and the Nationwide Trial Division Advocacy Program. He has been a litigator in Virginia and the District of Columbia since 1976. AV-rated by Martindale-Hubbell, Mr. Robey was listed in The American Lawyer and The National Law Journal publications in their “Top Rated Lawyers in Commercial Litigation.” He is included in The Best Lawyers in America for insurance law and insurance litigation. Mr. Robey earned his J.D. from George Mason University and his B.A. in history from Lebanon Valley College. He is admitted to the United States District Court for the Eastern and Western Districts of Virginia, the United States Court Appeals for the Fourth Circuit, and the Virginia Supreme Court. Mr. Robey is a member of the Fairfax Bar Association, the Virginia Association of Defense Attorneys, and the Defense Research Institute. Mr. Robey retired as a lieutenant colonel with the United States Army Reserve following 22 years of commissioned service. He was awarded the Legion of Merit, the Bronze Star, and the War on Terrorism Campaign Medal, among others, during his military career.

Robert Tayloe Ross

For over thirty years, Robert Ross has concentrated his practice on the defense of insurance companies and their insureds. Mr. Ross graduated from Hampden-Sydney College in Virginia and Mercer University School of Law in Georgia. He began his career as a law clerk to the Chief United States District Court Judge in Atlanta, then served as an Assistant U.S. Attorney. Mr. Ross is a respected member of the Virginia, Georgia, and District of Columbia Bar Associations. He is AV Peer Review Rated (Highest) in Martindale-Hubbell and is recognized as a Virginia Super Lawyer. Mr. Ross was named to Virginia Lawyers Weekly’s “Leaders in the Law” and is also listed in The Best Lawyers in America. Further, he is a Fellow of the American College of Coverage Counsel and a member of the Federation of Defense and Corporate Counsel. Mr. Ross was named the 2024 Claims Legal Professional of the Year by the Virginia State Claims Association in recognition of his service, character, leadership, integrity, and outstanding insurance defense practice. Mr. Ross is a frequent author and speaker on national, regional and local levels. He is a frequent speaker at PLRB conferences on subjects ranging from “Ongoing Nightmares of Chinese Drywall” to “Commercial Large Loss Arson/Fraud Cases” and more. As a faculty member of the Virginia Law Foundation, Mr. Ross has been an author and speaker on topics such as “Duty of Good Faith” as well as “Taking and Defending Depositions.” Mr. Ross is also active in the civil defense bar, having served as a Director and 2-time “coverage” chair of the Virginia Association of Defense Attorneys. He is active in the Virginia State and Richmond Claims Associations and serves as the international Judge Advocate Emeritus (General Counsel) of the Honorable Order of the Blue Goose International, an insurance charitable organization. Mr. Ross routinely litigates complex insurance defense cases in the Mid-Atlantic Region, primarily in federal courts. Mr. Ross’ practice includes the defense of first and third party cases, as well as subrogation actions. When away from the office, Mr. Ross is active at his church. Mr. Ross also enjoys traveling, cooking and outdoor activities.

Charles F. Midkiff

Charles F. (Chuck) Midkiff is the firm’s founding attorney. Mr. Midkiff established his law practice in the areas of insurance defense, complex civil litigation, professional liability, energy, and workers’ compensation. For nearly 30 years, Mr. Midkiff was a lobbyist for business and insurance interests before the Virginia General Assembly. Mr. Midkiff is a frequent lecturer on topics pertaining to insurance law. He is well-known among his peers in the legal community and has received numerous legal accolades during his career.

James G. Muncie Jr.

Jim Muncie practices in the areas of workers’ compensation, labor and employment, and civil litigation, and has over 30 years of trial experience. Mr. Muncie has been a frequent lecturer and has written material on workers’ compensation law, employment, and civil litigation issues. He is the author of Workers’ Compensation Practice in Virginia, Chapter 2 and its updates (Va. CLE Law Foundation, Seventh Edition), in print since 1999. Mr. Muncie is admitted to practice before all Virginia federal and state courts. He is a Mediator, certified by the Supreme Court of Virginia, and has participated in numerous mediations for both civil liability and workers’ compensation matters. Mr. Muncie has been named to Virginia Super Lawyers and is listed in The Best Lawyers in America. He was named Best Lawyers’ 2018 Richmond Lawyer of the Year for Insurance Litigation and Workers’ Compensation Law. Mr. Muncie is a founding member of the Virginia Workers’ Compensation Inn of Court and the Inn’s Advisory Council, where he has served as an officer and committee chair. He is a member of the Virginia Association of Defense Attorneys as well as the Chesterfield County Bar Association.

Steven H. Theisen

Mr. Theisen represents employers and insurers in workers’ compensation matters. He also provides representation in professional liability and other insurance defense matters. Mr. Theisen was named Best Lawyers’ 2020 Richmond “Lawyer of the Year” in the area of Workers’ Compensation Law.

Laurence M. Dickinson

Larry Dickinson serves as the firm’s managing director. Larry practices primarily in the area of automobile liability defense and premises liability defense. A seasoned litigator, he has handled jury trials in numerous jurisdictions throughout the Commonwealth of Virginia. Larry was an insurance adjuster early in his career, which provided him with a unique understanding of the many issues faced by insurance claims professionals.

Jillian M. Smaniotto

Jillian Smaniotto is an associate in the firm’s workers’ compensation defense practice. Prior to joining Midkiff, Muncie & Ross, Jillian spent several years representing employers and carriers in workers’ compensation matters. She has also defended insurance companies and their insureds in personal injury, property damage, and medical malpractice matters. Prior to entering private practice, Jillian served as a judicial law clerk for the Judges of the Circuit Court of Henrico County. Jillian competed in NCAA Division-I swimming at the University of Richmond and worked for several years as a surf rescue lifeguard and swim coach. Jillian also regularly coaches law students from the University of Richmond competing in regional and national trial advocacy competitions.
