Deb Barnes was born in Logansport, Indiana, and attended Manchester College. She earned her law degree from John Marshall Law School (now University of Illinois Chicago Law School) in 2002, where she served as Editor-in-Chief of the Journal of Computer and Information Law. After working for the City of Chicago and a large firm in Washington D.C. doing SEC work, she returned to the Midwest to serve as an Assistant State’s Attorney for Coles and Shelby County. She was elected Shelby County State’s Attorney in 2010. Deb later opened her own law firm, served as Bank President of Nokomis Savings Bank until 2022, and worked as Senior Regional Counsel and Administrative Law Judge for DCFS until August 2024. She is well-versed in criminal prosecution and defense, municipal law, probate law, family and divorce law, banking law, juvenile law, and administrative hearings.
