He previously served as a City Attorney, advising city council, city manager, executive directors, city staff, police departments, boards, and commissions on all aspects of municipal law and legal questions related to governmental duties. He routinely advises on legal issues related to open government, public records, conflict of interest, government tort claims, and elections. Gary specializes in land use entitlement matters and has represented cities in numerous cases involving municipal law.
