Russell W. Shipley has been actively practicing law for more than 66 years, bringing extensive experience to Shipley & Horne, P.A. He was admitted to practice in Maryland in 1959 and is also admitted to practice before the United States District Court in Maryland, the United States Court of Appeals, 4th Circuit, and the Supreme Court of the United States. Mr. Shipley has vast legal experience in both public and private sectors, including serving as Deputy County Attorney for Prince George’s County. His practice areas include zoning, land use, administrative law, municipal law, condemnation, tax assessment appeals, alcoholic beverage law, business and corporate law, civil litigation, and appellate advocacy. He has successfully argued over 50 cases in Maryland's appellate courts and has guided major industrial, commercial, and residential developments. Recognized as a pre-eminent attorney and scholar in land use law, he has been named one of the top “100 Most Influential People” by Washingtonian magazine and has authored numerous articles.
