A two-year-old boy suffered a skull fracture and traumatic brain injury at a Norfolk hotel when he fell through a second floor balcony railing that was missing a vertical bar and landed head first on the pavement below. He was left with cognitive, emotional, behavioral and motor deficits and seizures as a result of his traumatic brain injury.
