Kelly Dunn Gelof
Kelly Dunn Gelof is a Director and practicing attorney with the oldest and largest full service law firm in Sussex County, Tunnell & Raysor, P.A. Ms. Gelof is lead counsel for the Litigation department. This department handles all areas of litigation, civil and criminal. Ms. Gelof's practice is primarily personal injury law, including workers' compensation and other civil matters. She represents victims of negligent conduct. Her clients have received millions of dollars in compensation. She handles automobile and truck accidents, nursing home negligence, wrongful death and slip-and-fall cases. Ms. Gelof earned her Bachelor of Science degree in communications from Syracuse University and her law degree from Delaware Law School. She is admitted to the Pennsylvania Bar and the Delaware Bar. She represented physicians in Philadelphia and its suburbs with O'Brien & Ryan, LLP before joining Tunnell & Raysor, P.A. in 1996. Ms. Gelof has served on the Board of the Delaware Trial Lawyers Association and as a volunteer on many other Boards and within several non-profit organizations. She has lobbied in Washington DC and Dover for victims rights. Ms. Gelof is passionate about her work for all clients. She is their voice. Christophe Clark Emmert
Christophe Clark Emmert is a Partner with the law firm of Tunnell & Raysor, P.A. Her practice is concentrated in the areas of Estate Planning, Estate Administration, Real Estate, and Court of Chancery litigation, including Guardianships. Christophe earned an A.B. in French Literature and History of Art from Bryn Mawr College and an MBA in Finance from Wilmington University. After living and working abroad, she returned to Rehoboth Beach, where she worked as a real estate professional prior to attending law school. During law school she served as an extern for the Honorable Sam Glasscock, III, Vice Chancellor of the Court of Chancery. She received her J.D. with honors from Widener University School of Law, now known as Delaware Law School, and is admitted to practice in Delaware. Christophe is a member of the American Bar Association, the Delaware State Bar Association, the Sussex County Bar Association, the Southern Delaware Estate Planning Council, and is engaged in the legal community as Treasurer of the Terry-Carey American Inn of Court. She is also involved in the community and has served on the Board of Directors of the Bethany-Fenwick Area Chamber of Commerce, and serves as a Director for Clothing Our Kids, a local charity supporting children in Sussex County.

Etta R. Mayers
Etta Mayers is an attorney with the law firm of Tunnell & Raysor, P.A. Her practice is concentrated in the areas of Real Estate, Estate Planning, Homeowner Association governance and corporate and limited liability company formations and agreements. Etta earned an B.A. in History from the University of Iowa and her J.D. from the University of Iowa College of Law. Etta has practiced corporate law in Wilmington, Delaware since 2001. Her areas of expertise included corporate transactional and litigation matters. Originally from the Eastern Shore, Etta has returned to join Tunnell & Raysor in the Real Estate, Estate Planning and Transactional arenas. Etta is a member of the American Bar Association and the Delaware State Bar Association.

Harold E. Dukes, Jr.
Hal grew up in Rehoboth Beach and attended Rehoboth High school, until 11th grade when he went to McDonogh School in Baltimore. He graduated from Furman University and the University of South Carolina Law School. He served as a captain in the U.S. Army Transportation corp. When he returned From the Army, Hal began his legal practice working with buyer and sellers of Delaware real estate. Over the past 40 years Hal has represented real estate clients in virtually every area in lower Delaware. He personally enjoys investing in real estate and owns various rental properties in Sussex County as well as the Adams Ocean Front Resort in Dewey Beach. He also enjoys local history and has published a “History of Dewey Beach”, “Rehoboth Beach Memories”, “Bethany Beach Memoirs”, “My Did The Wind Blow” a history of shipwrecks and storms on the Delaware coast, and “When Life Was A Day At The Beach.” He is a member of the Rehoboth Beach Country Club, Rehoboth Bay Sailing Association, Boy Scouts of America, Delaware Seashore Preservation Foundation, Delaware Historical Society, and Nature Conservancy.

Jamie C. King
Jamie King is the managing partner of the law firm of Tunnell & Raysor. Serving clients throughout Sussex County, his practice is primarily focused on representing individuals, businesses, and business owners in a variety of real estate transactional matters. In addition, Jamie handles a variety of banking matters representing lending institutions in the financing of both residential and commercial acquisitions. Jamie also handles creditor claims litigation for institutional providers. He has been named Delaware Today Top Lawyer in Real Estate multiple times and as a Rising Star by Super Lawyers for 2021-2022. While at Tunnell & Raysor, Jamie served as the lead attorney for the Delaware State Senate Minority Caucus for the 149th and 150th General Assemblies. Jamie advised the Senate on a multitude of legal issues and assisted with drafting legislation and testifying on the Senate floor and before subcommittees concerning current and proposed legislation. Jamie also served as a Judicial Law Clerk for the Honorable T. Henley Graves in the Sussex County Superior Court prior to joining Tunnell & Raysor. Jamie is a graduate of the St. Andrews School in Middletown, Delaware and was born and raised in Sussex County. Jamie currently resides in Milton with his wife, Haley, and their two children. Outside the office, Jamie enjoys anything outdoors and spending time with family.

Mindi Moore Tunnell
Mindi Moore Tunnell, a Sussex County native, is Of Counsel with the law firm of Tunnell & Raysor, P.A. Her practice primarily focuses on real estate settlements and land use matters. Mindi earned a Bachelor of Arts degree (summa cum laude) in English from Salisbury State University in 2001 and a law degree from Widener University School of Law in 2004. She has been admitted to the Delaware Bar since 2004. During law school, she received certificates of achievement for both Real Estate and Copyright Law. Mindi is strongly involved in her community, currently serving on the Board of Directors for Beebe Medical Foundation.

Megan E. DeGrafft
Meg DeGrafft is an associate attorney with the law firm of Tunnell & Raysor, P.A. Her practice is concentrated in the area of Estate Planning. She earned her B.A. in International Studies and German from the University of Mississippi (“Ole Miss”) in 2019. As a member of the Sally-McDonnell Barksdale Honors College, Meg published her thesis on the intersections of German Politics, Culture, and Soccer. Electing to stay in Oxford, MS, Meg earned her Juris Doctorate from the University of Mississippi School of Law in 2022. While in Law School Meg was published by the University of Mississippi School of Law’s Sports Law Review and she participated in the Transactional Law Clinic where she gained experience assisting people in the community with starting their own nonprofit corporations. Meg is a member of the Delaware State Bar Association and is licensed to practice law in Delaware. Prior to working at Tunnell & Raysor, Meg served the Honorable Theresa M. Hayes as a judicial law clerk for the Sussex County Family Court. Meg is originally from Northern Virginia and has spent the past five summers working and living in Sussex County.
