Stewart P. Galbraith
Stewart P. Galbraith was born March 25, 1964, and admitted to the California bar in 1990. He received his B.A., with honors, from California State University at Sacramento in 1987 and graduated Cum Laude from California Western School of Law in 1990, where he served as an editor and staff writer for the California Western Law Review. He received the American Jurisprudence Award in Legal Writing and interned at the California Court of Appeal, Fourth Appellate District. He worked for eight years with a Sacramento insurance defense law firm before joining Penney & Associates in 1998, specializing in personal injury law. Michael H. Steffen
Michael H. Steffen was admitted to the California State Bar in 1966. He received his B.A. from the University of San Francisco in 1962 and his J.D. degree from the U.S.F. School of Law in 1966. He worked as a staff attorney for the California State Automobile Association for over thirty years, specializing in civil litigation, corporate and business assignments, insurance coverage litigation, employment, Workers Compensation, and real estate matters. In the 1990s, he managed the Sacramento office of Preston, Steffen, Katzen & Gallagher. Since retiring from CSAA, he has been associated with several Sacramento law firms, representing clients in real estate, personal injury, Workers Compensation, and employment law. Garrett Penney
Garrett Penney is a California native who spent two years in Peru, becoming fluent in Spanish. He attended Brigham Young University (BYU) in Provo, Utah, receiving a BA in Spanish and a Juris Doctorate Degree from J. Reuben Clark Law School at BYU. While in law school, he clerked for Utah’s 4th District Court and a Salt Lake City personal injury law firm, primarily representing Spanish-speaking clients. In 2017, Garrett joined Penney & Associates as a law clerk. After passing the California Bar in 2019, he became an associate attorney, representing victims of auto accidents, slip and falls, wrongful deaths, dog bites, and other personal injury claims. He has been admitted to practice in the United States Federal District Court, Central District of California, and has recovered millions for his clients. He earned his Eagle Scout at age 14 with over 90 merit badges and continues to live by the Scout Law. His hobbies include family activities, basketball, and scuba diving.
Randel J. Quadros
Randel J. Quadros obtained his law degree from Humphreys College of Law in 1987 and has practiced law since 1988. He is authorized to practice before all courts in the State of California and the United States Federal District Court for the Eastern District of California. Prior to law school, he earned an M.S. Degree in counseling and psychology from Oregon College of Education and a B.S. Degree in forestry from Oregon State University. Before joining Penney & Associates, Mr. Quadros served as staff counsel for the California State Automobile Association Insurance Bureau for over 19 years, defending personal injury actions, advising on policy, and litigating fraud cases. Kent M. Luckey
Kent M. Luckey is a lifelong resident of Northern California who pursued a career as a trial lawyer from an early age. He graduated from California State University, Chico, where he was a Director of the Community Legal Information Center. He worked as a paralegal for a large litigation firm before attending the University of the Pacific, McGeorge School of Law. He earned a place on the Moot Court Honors Board and completed ten unassisted trials as a certified law student in the office of the United States Attorney. After law school, he joined a litigation firm, trying cases in State and Federal Court for corporations and insurance companies, and successfully argued matters before the 3rd and 5th District Courts of Appeal.
