Rick Sand is a graduate of the University of St. Thomas School of Law in Minneapolis, Minnesota. He is a licensed attorney in the states of North Dakota, Minnesota, Arizona as well numerous Federal Jurisdictions. During law school Mr. Sand interned for the Alaska Department of Administration’s Office of Public Advocacy. While at the Office of Public Advocacy Mr. Sand advocated for indigent clients accused of criminal offenses within the Municipality of Anchorage. Mr. Sand focusses on representing clients in criminal defense and personal injury matters. In addition, he worked as contract counsel for the North Dakota Commission on Legal Counsel for Indigents. Mr. Sand enjoys hunting, fishing, and spending time with his wife and kids. Rick has litigated numerous cases that have resulted in successful outcomes for his clients at all stages of litigation. Rick’s community involvement has consisted of volunteering at elderly care facilities as well as coaching Special Olympics - most notably as a volunteer during the Special Olympics Winter World Games in Boise, Idaho. In his spare time Rick enjoys hunting, fishing, and spending time with his wife and kids.

Bill Sand attended college at Hamline University, where he served as captain of the men’s baseball team. During law school, Mr. Sand received a concentration in Criminal Litigation and was awarded the Honorable Louis M. Welsh Endowed Scholarship. This award is given to the student who best “exemplifies the highest ethical standards and believes in the humanity of the law” and who demonstrates a “passionate desire to fulfill a lifelong dream of becoming a trial lawyer.” While in law school, Bill spent time with a civil litigation firm, monitored and reported on various state agencies, and worked at a law library where he conducted legal research for attorneys and professors. His legal journey brought him to Alaska, where he successfully represented numerous indigent clients facing criminal charges. He later entered the field of Special Education Law and has since helped obtain hundreds of thousands of dollars in services for parents to meet the educational needs of their disabled children. Most recently, Bill has handled a large number of Criminal Defense and Personal Injury cases for his clients. He has experienced uncommon success, with an abnormally high success rate at all stages of litigation-from jury verdicts to judicial rulings in favor of his clients. Outside of the law, Bill enjoys playing music, hiking, and spending time with family. He is involved with the Special Olympics, has volunteered at care centers for the elderly, and founded several youth baseball camps.

Kevin J. Chapman

Kevin Chapman is a graduate of the University of North Dakota and holds his Juris Doctor from the University of North Dakota School of Law. He is licensed in North Dakota and Montana. Kevin Chapman is a native of Williston and has been practicing law in his hometown since 1993, focusing in criminal defense, DUI/DWI, personal injury, and civil litigation, including oil field accidents and wrongful death cases. Admitted to practice in both North Dakota and Montana state and federal courts, Kevin is highly regarded for his legal skills and ethics. After earning his law degree from the University of North Dakota, he gained valuable experience at the Winkjer Law Firm before founding Chapman Law Firm, P.C. in 2000. With a strong trial background and proven success in the courtroom, Kevin has successfully handled a wide range of cases, from misdemeanors to serious felonies, including numerous high-profile criminal trials resulting in not-guilty verdicts. His dedication to clients and consistent courtroom success, distinguish his firm from others. Kevin is active in the North Dakota legal system, including serving 8 years on the ND Pattern Jury Instruction committee and being a past Chairman; he has served on the Board of the North Dakota Association for Justice, and as Past President of the NDAJ; and has served on other boards and committees throughout his career. Beyond his legal practice, Kevin actively contributes to the community through leadership roles in local organizations, including the Williston Area Chamber of Commerce, the United Way, the Toastmasters, as a member of the Finance Committee for St. Joseph’s Catholic Church, as well as volunteer work, reflecting his deep commitment to the Williston area. Outside of the office, Kevin enjoys his role as a Board Member for the Williston Aviation Advisory Committee, which is a part of the CTE center of Williston High School. Kevin became a commercial and instrument-rated pilot at the age of 19 and continues to enjoy his passion for flying for both business and leisure.

John Conard is an experienced civil and criminal litigation attorney with a winning track record that spans over two decades. Tyler K. Cottrill is a creative and highly driven personal injury attorney here at Sand Law. Tyler strives to provide outstanding value to our clients. He does so by being committed to connecting and relating to each client, and then utilizing his legal talents to achieve top-notch results tailored to each client’s individual needs. Tyler focuses his practice on motor vehicle accidents and premises liability, along with other types of injuries. Tyler is another attorney at Sand law who originally hails from West Virginia. Staying true to his roots from his education, Tyler attended West Virginia University for both his undergraduate and law degrees. First, he graduated with honors and received a Bachelor of Arts in Criminology before moving on to WVU College of Law. There, Tyler focused his efforts on litigation and developing into a trial attorney. In his final year, he was formally acknowledged as one of the best in his class for trial advocacy by utilizing his courtroom presence and persuasive ability. Those are skills that he continues to improve and employ for our clients. Along with other members of our Sand Law team, Tyler has a background in sports and implements his competitive nature to fight for our clients. Tyler excelled in the sport of boxing and competed professionally for several years before retiring undefeated shortly before graduating from law school. In his free time, Tyler enjoys spending time with his family and raising his two young children. He is also an avid sports fan and an outdoorsman at heart.
