Crash statistics and trends in the Harrisburg, Lancaster, Lebanon and York area

Pennsylvania's overall crash numbers have been dropping for two straight years, but that trend looks different once you get off I-81 and onto the streets people in Harrisburg, Lancaster, Lebanon, and York actually drive every day. PennDOT logged 110,765 reportable crashes statewide in 2024, with 1,127 deaths and 66,950 injuries, the second-lowest fatality count since the state started keeping records in 1928 and 82 fewer deaths than 2023.¹ The number fell again in 2025, to 1,047 deaths and 109,515 total crashes, the lowest fatality total on record, with fatal crashes down to 979 and deaths in impaired-driving crashes dropping from 342 to 258.² That's the good news at the state level. In the four-county core of the Harrisburg-Lancaster-Lebanon-York media market, PennDOT's own intersection-level data and a stack of active safety projects show exactly where the risk still concentrates.

Lancaster County's intersections carry the weight

Lancaster County recorded 5,580 total crashes in 2024, and 42 percent of them happened at intersections. Of the 49 fatal crashes that year, roughly a third were intersection crashes too.³ PennDOT's statewide intersection analysis, which scored 8,921 locations against five years of crash history from 2020 to 2024, put Chester Road and York Road in Manheim Township at the top of the county list with 128 crashes.⁴ A few miles away, Lititz Pike (Route 501) at Chester Road logged 88 crashes over the same stretch, and Prospect Road and Fairview Road in West Hempfield Township saw 98 crashes despite carrying only about 7,609 vehicles a day, giving it one of the higher crash rates relative to volume in the county.³ Lancaster Road (Route 72) and Lititz Road in East Hempfield Township had fewer total crashes, 38, but two of them were fatal in 2022 alone.³

Doug Tomlinson, PennDOT's Highway Safety and Traffic Operations chief, told WITF the agency doesn't just rank raw crash counts anymore. "The analysis used to be focused on the number of crashes," he said. "Today it's more of a statistical model that weighs observed crashes versus predicted crashes."³ Manheim Township Police Corporal Joshua Gay put it more simply: "Anywhere you see the highest volume of cars on the roadways is where we have the highest volume of crashes."³ West Hempfield Township Manager Andrew Stern credited a newer fix, an anti-skid surface at Prospect and Fairview, with cutting crashes there.³

The county-wide trend is improving. Thirty-eight people died on Lancaster County roads in 2025, down from 52 in 2024 and the lowest total since 2006, the earliest year PennDOT's county-level crash tool covers. Deaths involving bicyclists rose that year even as the overall count fell, and there were no fatal horse-and-buggy crashes.⁵

Harrisburg, Cumberland County, and the I-81 corridor

The Harrisburg Area Transportation Study, the federally designated metropolitan planning organization for Cumberland, Dauphin, and Perry counties, finished a Safety Action Plan in July 2024 after mapping a "high injury network" from five years of regional crash data.⁶ In Cumberland County, that network clusters around specific towns: five stretches in Carlisle, two in Mechanicsburg, one in Camp Hill, one in Shippensburg, and three along the West Shore corridor, based on the same crash history used to flag high-risk locations for pedestrians and cyclists.⁷

Carlisle's stretch of I-81 got its own fix years earlier. After a run of median crossover crashes, PennDOT built high-tension cable barriers on I-81 between the Mechanicsburg (Route 114) and Route 581 interchanges, and on the section west of Carlisle running to the Franklin County line, with construction starting in 2019.⁸

On the Dauphin County side, Cameron Street at Elmerton Avenue in Harrisburg was the city's worst intersection in PennDOT's 2020-2024 analysis, with 56 crashes.⁴ Harrisburg has been trying to get ahead of that kind of corridor with its own Vision Zero program, which the city began developing in May 2018 after a 62-year-old woman was struck and killed crossing State Street, the fifth pedestrian or bicyclist killed on that street in less than 17 months. Over five years, 19 pedestrians, bicyclists, and motorcyclists have died on city streets and another 105 have suffered serious injury; the city's goal is zero pedestrian deaths on its most dangerous streets by 2030, and projects so far include a mini-roundabout at Mulberry and Derry streets meant to slow traffic entering the Allison Hill neighborhood.⁹

Further out, Route 22/322 through Clarks Ferry in Reed Township, Dauphin County, and Penn and Watts townships, Perry County, racked up 78 reportable crashes between 2018 and 2023, mostly tied to aggressive driving and vehicles turning into and out of businesses along the corridor.¹⁰ PennDOT's $400,000 interim fix there, a modular curb-and-delineator system, worked well enough that the state is now designing a $64.4 million project to install a permanent median barrier, with construction targeted for 2028 to 2034.¹¹ Closer to Hershey, the Middletown Road corridor between PA 283 and US 322 carries about 16,000 vehicles a day and is getting a full safety and congestion overhaul, including roadway widening and new access controls.¹²

York County's commercial strips

York County's worst intersections cluster along its busiest retail corridors. Arsenal Road at George Street in Manchester Township logged 66 crashes from 2020 to 2024, and Arsenal Road at Toronita Street, a few blocks away, had 58. Mount Zion Road at Market Street in Springettsbury Township added another 51.⁴ In the city itself, PennDOT just wrapped a $775,711 project at East Market Street (Route 462) and Harrison Street, adding a new crosswalk, a traffic island, and updated signal timing after the agency found "a higher than the normal crash rate for similar types of intersections" there. Work finished in August 2025, two months ahead of schedule.¹³ Farther south, the Route 2031 (Windsor Road) project in Windsor Township is adding high-friction surface treatment at curves where poor sight distance has been driving up the crash rate, with construction planned for 2028 and 2029.¹⁴

Lebanon County's infrastructure is catching up to traffic

PennDOT is redesigning the intersection of East Cumberland Street (Route 422) and Prescott Drive in Lebanon City, citing "a history of crashes and poor visibility due to existing structures." The current layout also can't handle the semi-trailers that regularly use the route. The $11.1 million rebuild adds a new traffic signal and wider lanes, 12 feet east of 15th Avenue and 11 feet with 4-foot shoulders to the west, with construction targeted for 2027.¹⁵
