Crash statistics and trends in the Washington, DC-Hagerstown media market

Nielsen groups Washington, DC together with Hagerstown, Maryland into one media market, which sounds strange until you look at a map. The market stretches from the Capitol dome out past Frederick and into the Cumberland Valley, covering DC's dense downtown grid, the Capital Beltway suburbs, Fairfax County in Northern Virginia, and the I-81 corridor near the Pennsylvania and West Virginia lines. Crash patterns look different in each of those places, and the data backs that up.

Washington, DC's sharp drop still leaves two dangerous corridors

DC's Vision Zero program set 2024 as the year to eliminate traffic deaths. It didn't happen. The city recorded 52 fatalities in 2023, a 16-year high, with 363 serious injuries, then finished 2024 with 33 deaths and 213 serious injuries through roughly mid-August of that year ¹. Vision Zero Director Charlie Willson has pointed to Georgia Avenue NW and Southern Avenue SE as the corridors drawing the most speed cameras and safety fixes, since they keep producing repeat injury and fatality crashes ¹.

The District has since built out a Safety Corridors program targeting roads on its High Injury Network, just 5% of DC streets, that account for close to half of all serious and fatal crashes but have no redesign scheduled within five years ². The first two picks were New York Avenue NE between Bladensburg Road and 4th Street, and South Capitol Street SW between Southern Avenue and Martin Luther King Jr. Avenue. Since 2022, those two stretches alone have logged 1,087 crashes, 427 injuries, and 2 fatalities ². DDOT Director Sharon Kershbaum said the designation exists because "those changes take time," with enforcement holding the line until engineering catches up ². Speed cameras are doing a lot of that holding: the 600 block of Kenilworth Avenue NE issued 13,281 tickets in just the last three months of 2023, and a camera on Wheeler Road SE cut monthly citations by 96% within 18 months of installation ³.

Montgomery County spends big on Georgia Avenue and New Hampshire Avenue

Just across the DC line, Montgomery County logged 10,308 crashes in 2025, down slightly from 10,629 the year before, per the county-level data ThatCarHitMe.com tracks from Maryland's statewide crash database ^{4 5}. The county's Vision Zero program reported a 29% drop in serious and fatal crashes on its High Injury Network corridors in FY2025 compared with the 2015-2019 baseline, alongside a smaller 5% reduction countywide ⁶. County Executive Marc Elrich credited the state's quick action "where most fatalities occur," on state-owned roads like Georgia Avenue and New Hampshire Avenue ⁶. Both are getting real money behind them: a $50 million safety project on Georgia Avenue and a $15 million project on New Hampshire Avenue, plus a bus rapid transit build-out on Veirs Mill Road ⁶. Two student deaths in the two months before the county's FY26 report kept the Vision Zero Coordinator's tone cautious rather than celebratory ⁶.

Congestion, not just crash counts, is why I-270 draws so much engineering attention. MDOT's Innovative Congestion Management project treats a corridor carrying 79,400 to 261,200 vehicles a day, a volume the state expects to climb past 290,000 by 2030, and is trying to eliminate bottlenecks with ramp metering and dynamic signal timing rather than a straight widening ⁷. One county over, Prince George's took a different approach, winning a $21.25 million federal Safe Streets and Roads for All grant to fund seven safety and connectivity projects along its own high-injury corridors ⁸.

Fairfax County's Route 1 pedestrian problem keeps getting worse

Northern Virginia's worst-documented corridor is Richmond Highway, better known as Route 1, running through Fairfax County. A May 2026 analysis by Northern Virginia Families for Safe Streets counted 62 pedestrians and cyclists killed or seriously injured on Route 1 between February 2017 and December 2025, 22 of them fatally ⁹. More than half of those crashes, 58%, clustered in a single 6.6-mile stretch between Belvoir Road and South Kings Highway ^{9 10}. The trend is not improving: killed-or-seriously-injured crashes rose from 3 in 2018 to 11 in 2024 ⁹. Alcohol showed up in 47% of serious crashes corridor-wide, and in four of the five crashes recorded at Richmond Highway and Huntington Avenue specifically ^{9 10}. Nearly all of it happens after dark: 95% of fatalities and 77% of all serious crashes occurred at night, and 82% of the people killed were hit outside a marked crosswalk, often because the nearest one was too far away. Nineteen of 21 gaps between crossings on the corridor exceed the recommended 600-foot spacing, and one gap near North Kings Highway stretches 2,600 feet ^{9 10}. The report's other flagged locations are Backlick Road at Pohick Road and Lockheed Boulevard, both missing a crosswalk on at least one leg ¹⁰.

Statewide, Virginia's own numbers show the same forces at work on a bigger scale. The 2024 Virginia Traffic Crash Facts report counted 129,244 crashes and 918 deaths, up 1.2% over 2023, including 126 pedestrians and 25 bicyclists, a 66.7% jump in cyclist deaths in a single year. Teen driver fatalities rose 18.8% to 38 ¹¹.

Hagerstown's Washington County carries an outsized fatality share

At the far end of the market, Washington County, home to Hagerstown, holds just 2.5% of Maryland's population but has averaged 17 traffic deaths a year, a share of statewide fatalities that ran as high as 5.2% in a single year ¹². Distracted driving is a bigger factor here than statewide: it accounted for two-thirds of the county's traffic deaths in 2021, with impaired driving behind another quarter ¹². Seat belt use lags too, observed at 84.6% in the county's 2022 roadside survey against a 92.7% statewide rate ¹².

Interstate 81, which cuts through Hagerstown between West Virginia and Pennsylvania, keeps producing multi-vehicle pileups involving tractor-trailers. On September 1, 2023, a Chevrolet Tahoe struck the rear of a braking tractor-trailer on southbound I-81, touching off a six-vehicle chain reaction that killed two people and injured four, and shut the highway for hours during the investigation ¹³. MDOT SHA's response on a nearby I-81 work zone, automated SafeZones speed cameras ticketing anyone going 12 mph or more over the 55 mph limit, cut speeding violations there by more than 90% ¹⁴.
