Sacramento, Stockton and Modesto's Deadliest Highways and Corridors

If you got hurt in a crash somewhere between the Sacramento River and the Stanislaus County line, there's a good chance it happened on one of a short list of roads. Sacramento, San Joaquin and Stanislaus counties, the three anchors of the Sacramento-Stockton-Modesto media market, all show up in state crash data among the worst third of their peer counties year after year.¹²³ That's not random bad luck. A handful of specific highways and city streets carry most of the region's freight and commute traffic, and most of its fatal crashes.

Highway 99 anchors the valley's crash problem

State Route 99 runs the length of the market, through Elk Grove, Stockton, Ripon, Manteca and Modesto, as an aging freeway built for a fraction of today's traffic. San Joaquin County logged 1,280 speed-related fatal and injury collisions in 2023 and 637 more between 9 p.m. and 3 a.m., according to the California Office of Traffic Safety.² Stanislaus County, where 99 runs straight through the middle of Modesto, recorded 608 speed-related fatal and injury collisions that same year.³ Modesto's own numbers are worse than the county's: 1,876 fatal and injury victims in 2023, second-worst among 62 California cities its size, and second-worst specifically for alcohol-involved and nighttime crashes.⁴ Individual crashes on the highway keep that data current. CHP investigated a fatal collision on southbound Highway 99 near Pelandale Avenue on the edge of Modesto, one entry in a steady run of nighttime wrecks the agency has worked on that stretch.⁵

Where I-5 meets the Crosstown Freeway in Stockton

Stockton's worst crash cluster sits where Interstate 5 meets State Route 4, known locally as the Crosstown Freeway. On Nov. 27, 2024, CHP closed northbound I-5 near that junction for almost two hours after a pedestrian was struck by multiple vehicles and killed.⁶ Caltrans has been trying to get ahead of the congestion that builds around the interchange. A $58 million ramp-metering project added new signals, cameras and traffic loops at eight ramp locations along SR-4 between I-5 and Highway 99, including El Dorado Street, Stanislaus Street, Lafayette Street, Wilson Way, Filbert Street and Center Street, wrapping up in fall 2025.⁷ Separately, Caltrans flagged eight signalized intersections on Routes 4, 12 and I-5 in San Joaquin County for a high rate of red-light running and started installing reflective backplates on the signal arms to make the lights easier to see from a distance.⁸

San Joaquin County ranked first out of 58 similarly sized counties for hit-and-run collisions in 2023, with 628 recorded, and 15th for total fatal and injury victims at 6,095.² Stockton itself, measured against 14 other California cities its size, came in third-worst overall with 1,913 fatal and injury victims and second-worst specifically for speed-related crashes.⁹

Highway 12 and Highway 120, the rural stretches that catch drivers off guard

Away from the freeways, two-lane state routes through farm country carry their own risk. On Highway 12 west of Lodi, a 31-year-old driver crossed the double yellow line trying to pass a big rig and hit an oncoming pickup head-on on July 13, 2026, killing the 51-year-old Lodi man behind the wheel of the truck. The other driver was arrested on suspicion of DUI and manslaughter.¹⁰ Further south, the Highway 120 Bypass in Manteca has its own local reputation: eight people died and more than 300 were injured over six years on the eastbound stretch between Main Street and Highway 99, clustered at the curve where the bypass merges into southbound 99, a spot locals call Deadman's Curve.¹¹

Sacramento's worst corridor is a city street, not a freeway

Sacramento County logged 11,407 people killed or injured in crashes countywide in 2023.¹ Measured against cities its own size rather than raw county totals, the city of Sacramento looks even worse: first out of 15 comparable California cities for both alcohol-involved crashes (454 victims) and speed-related crashes (745), and second overall for total fatal and injury victims (4,214).¹² But the corridor with the worst reputation in the city isn't a freeway at all. The stretch where Stockton Boulevard meets Fruitridge Road in south Sacramento has recorded more pedestrian and cyclist deaths than any other spot in the city going back to at least 2012, with roughly two dozen bicyclists struck there over 15 years.¹³¹⁴ The city adopted a Vision Zero policy in 2018 aiming for zero traffic deaths by 2027; its own crash dashboard attributes 15% of severe crashes to unsafe speed and 13% to impaired driving.¹⁵

The county isn't slowing down. By early August 2025, the county coroner had logged 97 traffic deaths for the year, including a 19-year-old killed by a suspected drunk driver at a bus stop near Del Paso and El Centro roads in North Natomas.¹⁶ The county passed 100 traffic deaths before Labor Day weekend, when CHP ran its usual statewide DUI enforcement surge across the region.¹⁷¹⁸ Elk Grove, the county's second-largest city, isn't spared either: two 19-year-old Stockton women died on southbound I-5 just south of Elk Grove Boulevard after rear-ending a big rig at 70 mph without braking.¹⁹

If you're hurt on one of these roads

The risk on these corridors clusters in a few predictable spots: the merge points on Highway 99 and the I-5/SR-4 interchange in Stockton, the passing zones on Highway 12 and the Highway 120 Bypass, and Fruitridge Road on the surface-street side of Sacramento. If you're in a crash on any of them, get a copy of the CHP or local police report before you talk to an insurance adjuster, and get medical care documented even if you feel fine at the scene.
