Mr. McNeely was born and raised in rural Jacksonville, Illinois. He graduated from Illinois College in 1971 and the University of Illinois law school in 1974. He has been licensed to practice law in Illinois since 1974. His areas of concentration include real estate, probate, estate planning, and business formation. He is a member of the Morgan County Bar Association and the Illinois State Bar Association.
