Hal grew up in Rehoboth Beach and attended Rehoboth High school, until 11th grade when he went to McDonogh School in Baltimore. He graduated from Furman University and the University of South Carolina Law School. He served as a captain in the U.S. Army Transportation corp. When he returned From the Army, Hal began his legal practice working with buyer and sellers of Delaware real estate.
