Jeff was born, raised and graduated high school in Great Falls, Montana. He graduated from the University of Montana with high honors in English in 1993. He attended law school at the University of Montana, graduating with high honors in 1996. He then went to the University of Florida where he was a Graduate Editor of the Florida Tax Review.
