Joseph Dewey Hughes was born in West Memphis and raised in Paragould, Arkansas. He served in the Army from 1983 to 2006, retiring as a Major. He holds a Master of Science Degree in Criminal Justice from Columbus College and obtained his juris doctorate from the University of Little Rock School of Law in 1996.
