Joel A. DeFelice was born in Leominster, Massachusetts and now resides in Ellington, Connecticut. He received a Bachelor’s and Master’s Degree from The American University, School of Public Affairs in Washington, D.C., where Joel was a Dean’s Scholarship Recipient from 1994 - 1998.
