John Vernon Moore was born and raised in Melbourne, Florida. He graduated magna cum laude from the University of South Florida with a major in Political Science and a minor in Biomedical Science. He pursued legal studies at Shepard Broad College of Law, Nova Southeastern University, as a Florence Bayuk Trust recipient.
