Paul Dugan, Jr. is a native of Wichita, attended Bishop Carroll High School, and completed his college education at Rockhurst University. He obtained his Juris Doctorate degree from Washburn School of Law, graduating with Dean’s Honors. Early in his career, Paul gained experience in administrative law and procedure as a law clerk for the Kansas Corporation Commission.
