Rafael J. Betancourt was born and raised in San Juan, Puerto Rico. He graduated from Tulane University in New Orleans, Louisiana, where he earned a Bachelor of Arts degree cum laude with Honors in Political Science. He also graduated from the University of Puerto Rico Law School with a Juris Doctor Degree. He is admitted to practice in State and Federal Courts in Puerto Rico, New York and New Jersey.
