Ray A. Collins, born and raised in Cut Off, Louisiana, graduated from South Lafourche High School in 1975. He earned a Bachelor's Degree in Accounting (1979) and a Juris Doctorate (1982) from Louisiana State University. After clerking for Judge Walter I.
