As Special Counsel to the National Center for Interstate Compacts (NCIC), Rick Masters brings decades of experience advising state and federal agencies, regulatory boards, and legal institutions across the country. His legal work has shaped the formation, enforcement, and evolution of some of the most significant interstate agreements in the U.S., particularly in the areas of professional licensure, healthcare regulation, and constitutional law. At MMA Law, Rick advises clients on a range of issues involving state and federal governance, land use, Title VII claims, licensing board defense, compact litigation, and regulatory compliance.
