As Special Counsel to the National Center for Interstate Compacts (NCIC), Rick Masters brings decades of experience advising state and federal agencies, regulatory boards, and legal institutions across the country. His legal work has shaped the formation, enforcement, and evolution of some of the most significant interstate agreements in the U.S., particularly in the areas of professional licensure, healthcare regulation, and constitutional law. At MMA Law, Rick advises clients on a range of issues involving state and federal governance, land use, Title VII claims, licensing board defense, compact litigation, and regulatory compliance. His work combines deep legal scholarship with real-world application-helping clients navigate complex legal systems with clarity and confidence. Rick has played a central role in the legal development and implementation of many of the nation’s most widely adopted professional licensing compacts. As a primary drafter, he has helped create multi-state licensure compacts for nursing, medicine, physical therapy, emergency medical services, and psychology. He continues to advise the compact administrative agencies that oversee these frameworks and has provided legal governance training, compact assessments, and enforcement litigation support nationwide. His work has been cited by the Federal Trade Commission, Department of Labor, and White House officials on matters related to licensure portability, telehealth expansion, and economic liberty initiatives.
