Bill is a Pike County native. He graduated from Virgie High School, Eastern Kentucky University, the University of Kentucky Law School and began practicing law in Pike County in 1975. Bill served as Staff Attorney and as an Executive Officer of Community Trust Bank, with over 22 years of banking and banking law experience.
