Police Misconduct
Richard Cox v City of New Haven. Richard “Randy” Cox was paralyzed while in the custody of the New Haven Police Department. He was being transported to the police station in the back of a police van handcuffed without a seatbelt, when the officer driving the van braked unexpectedly hard. Cox was sent flying into the back door of the van. As a direct result of the incident, Cox suffered a cervical spine injury along with contusions, abrasions, and injuries to his muscles, ligaments, tendons, and bones. He pleaded with the police officers that he could not move and insisted that he broke his neck. The body camera footage captured shows police officers blatantly ignoring his calls for help and roughly shoving him into a jail cell. They waited for Emergency Medical Services to give Cox a thorough medical examination. Since this incident, Cox has been paralyzed from the chest down.
