Brian P. Rourke

Mr. Rourke is the founder and managing partner of ROURKE LAW. He is a graduate of Binghamton University and Pace University School of Law. He has experience as corporate counsel to a Fortune 500 insurance company and worked for a global law firm specializing in insurance litigation. He also had a career in public service, serving as Village of Liberty Justice, Town of Liberty Justice, and Town Supervisor. He retired from government service to become CEO of Callicoon Cooperative Insurance Company.

William H. Collier, III

Bill Collier is a lifelong resident of Ellenville, NY and Senior Partner of Rourke Collier Law’s Ulster County operations. He earned his Bachelor’s degree at Hamilton College and Juris Doctorate at Albany Law School of Union University. He was admitted to practice law in New York State in 1979 and has over 40 years of experience. He focuses on Real Estate, Estates, Wills & Trusts, Business Law, Municipal Law, Criminal and other General Practice areas.

Troy J. Johnstone

Troy Johnstone is a lifelong resident of Sullivan County. He attended Hartwick College and Albany Law School (JD, 2018). He interned at Rourke Law during law school and focuses his practice primarily on Residential and Commercial Real Estate, Mortgages, Wills, Trusts, Estates and Estate Administration, Guardianships, Elder Law, Medicaid, Municipal, Corporate, and Business Matters. He was elected Town of Liberty Justice in 2021.

Timothy S. McCausland

Timothy McCausland serves as Senior Counsel with Rourke Law. Prior to joining Rourke Law in 2025, he was a Team Leader and Managing Director with Webster Bank and founded and led the Private Banking division at Orange Bank & Trust Company. He was also President & CEO of the Sullivan County Partnership for Economic Development. From 1992 until 2007, Tim was in private practice. He obtained his Juris Doctor degree from St. John’s University School of Law and his Bachelor of Science degree from Cornell University’s School of Industrial & Labor Relations. He is the 2024/2025 President of the Sullivan County Bar Association.

Neil Spector

Neil Spector has served as primary litigation counsel to Rourke Law and Rourke Collier Law since 2021. He spent 26 years at a Westchester County firm before joining. He is a graduate of the University of Michigan (BA, 1990) and earned his juris doctorate from Bridgeport School of Law at Quinnipiac College in 1993. He has over 29 years of civil litigation experience and is admitted to practice in New York State and the U.S. Federal Courts for the Southern and Eastern Districts of New York.

Carly P. Burkhardt

Carly Burkhardt is an experienced attorney with a strong background in criminal law. She grew up in Ulster County, completed her BA in History/Political Science at The College of Saint Rose in 2010, and graduated from Syracuse University Law School in 2013. She worked as an Assistant District Attorney in Ulster County and later as an Assistant Public Defender in Ulster County, handling criminal appellate matters and post-conviction relief.
