Raquel A. Muñoz grew up in Washington state and served eight years with the US Army Reserves and Hawaii National Guard, deploying twice for Operation Iraqi Freedom. She earned her bachelor's degree from the University of Hawaii at Manoa and graduated cum laude from Thomas M. Cooley Law School.
