Bailey Riggs grew up in Bergman, Arkansas. She earned a scholarship to the University of Arkansas, majoring in Agriculture Business with a Pre-Law concentration and minoring in Political Science. She graduated from the University of Arkansas School of Law in 2023 with honors and was admitted to practice law in 2023. Before graduation, she clerked at a firm specializing in wills and trusts.
