Marina Kats was born and raised in Kiev, Ukraine and moved to Philadelphia, Pennsylvania in 1979. Ms. Kats attended Temple University and graduated cum laude with a Bachelor of Arts degree in 1985. Thereafter, she attended Temple University, Beasley School of Law, receiving her Jurist Doctorate degree in 1988.
