This case involves the tragic death of three-year-old Hazel Homan, who was murdered by her caregiver Kamee Dixon. At the time of her death, Hazel was a dependent child. Serious concerns had been raised within DSHS/DYFC about Ms. Dixon’s background and whether she was an appropriate person to be caring for Hazel. Moreover, numerous CPS referrals were made regarding unexplained injuries Hazel had suffered in the months leading up to her death, including a serious burn to her hand and an eye injury caused by unknown chemicals. Despite all these concerns, Hazel remained in the custody of Ms. Dixon who continued to abuse her, culminating in the infliction of fatal injuries on November 27, 2019. This combined settlement was reached with the State of Washington and a daycare provider that Hazel attended in the months before her death. Ressler & Tesh obtained a settlement of $18,500,000 for Hazel’s estate.
