Matt, a native of Bath County, Virginia, graduated from Hampden-Sydney College with a B.A. in Political Science where he received the John Marshall Writing Award for excellence in writing on a political science topic. He received his J.D. from the Cumberland School of Law in Birmingham, Alabama where he was the recipient of Book Awards in Estate and Gift Taxation, Land Use Planning and Constitutional Law.
