Mr. McMillen was born in Yonkers, New York in 1943. He was admitted to the New York State Bar in 1969. He received his B.S. from the University of Rochester in 1964. His J.D. cum laude was from Albany Law School of Union University in 1969, where he was Editor-in-Chief for the Albany Law Review (1968-1969) and a member of the Justinian Society. He joined the firm in 1969 and has been a principal since 1974. He is a Member (2001-) of the New York State Board of Law Examiners and was a Senior Law Examiner (1987-2001). He is active with the National Conference of Bar Examiners, serving on its Policy Committee for the Multistate Bar Examination. He is a member of the Warren County (Director, 1979-1981 and 2001-2011; Treasurer, 2001-2007; Vice-President, 2007-2008, President-Elect, 2008-2009, President, 2009-2010), New York State (Member, Committee on Professional Ethics (1990-1999, 2000-2007, Section Memberships: Real Property Law and Trusts & Estates Law), and American (Section Membership: Legal Education and Admissions to the Bar) Bar Associations. He is a member of the Rotary Club of Glens Falls and formerly served as a director and officer at the Voluntary Action Center of the Glens Falls Area, Inc. and the Arts and Crafts Center of Warren County, Inc.
